PORTLAND Ore. (KPTV) - A man who was wanted by Portland Police for allegedly abusing a dog on video was identified and arrested Saturday, according to PPB.
On Aug. 2, in a northeast Portland apartment building, a man was caught on video repeatedly abusing a dog.
The abuse included hitting the dog with a heavy rope and hanging it from a fire extinguisher so it could be repeatedly kicked.
On Saturday, officers responded to calls from community members saying they may have seen the man in the pictures and video. He was identified as 25-year-old Isaac Booker Justham of Portland.
The Portland Police Bureau (PPB) asked for help identifying a man suspected of abusing a dog on video.
Once the suspect was identified, police began to search for him in the Pearl District.
At about 4:30 p.m., Justham was spotted by detectives and taken into custody at Northwest 13th Avenue and Northwest Flanders Street.
After the arrest, police said Justham told officers he had swallowed fentanyl and so was taken to a local hospital for evaluation.
After the evaluation, Justham was interviewed by detectives but police said he did not give them any information about where the dog was when asked for his help to get medical treatment for the dog.
Justham was booked into the Multnomah County Detention Center on three felony counts of first-degree aggravated animal abuse and several outstanding warrants.
A 25-year-old man was sentenced to life in prison for a deadly stabbing spree he committed in 2019.
“A person willing to do this in our community gives us significant concerns,” said Sergeant Matt Jacobsen with PPB
The incident happened at The Louisa Flowers Apartment building at 515 NE Holladay Street.
Residents said they’ve seen the suspect in the past 24 hours in the area and that he has been known to residents for being abusive to animals.
